This bill would require City agencies to report data breaches involving persons’ private identifying information to the Office of the Privacy Commissioner, in addition to the NYPD. The legislation also aligns certain definitions in the City’s data breach notification laws with requirements in New York State law, and requires that affected persons receive notice of the breaches.

When a committee passes a bill for adoption, the staff writes a detailed committee report that describes the purpose and scope of the proposed law, and explains why it is being recommended for approval. The reports are useful to the courts, executive departments, and members of the public who need to understand a bill’s meaning and effect. The section-by-section analysis in the committee reports is particularly valuable because it clarifies what changes are made to existing law. Read the full committee report.
